TSA requirement for verification of citzenship On September 21, 2004, the Transportation Security Administration (TSA) issued a rule on flight training in an aircraft weighing less than 12,500 pounds. The rule requires every person to prove his or her citizenship status (including U.S. citizens) prior to undertaking flight training for the issuance of a new certificate or rating or the addition of a certificate or rating (does not include recurrent training), in an aircraft weighing 12,500 pounds or less.
